Some activists groups use the term Energy Poverty to refer to individuals who have limited access to energy, but it can also help describe scenarios where individuals spend an excessive portion of their income to spend on heating or cooling.

Increasing efficiency can lower the costs that these individuals pay and decrease the amount energy they use. This is important to combat climate change.
